About the EMPS Executive Council
The primary function of the Executive Council is to formulate and implement the policies of the Eastern Missouri Psychiatric Society (EMPS). The Executive Council includes the President, President-Elect, Secretary-Treasurer, Representative and Deputy Representative to the Assembly of the American Psychiatric Association (APA), Immediate Past President, and Chairs of all standing committees. Terms of Office
Officers, except for the Representative and Deputy Representative to the APA Assembly, serve a two-year term and are eligible for re-election for one additional term after being out of office for two (2) years. The Representative and Deputy Representative to the APA Assembly serve three-year terms.
Meetings
In 2008, the Executive Council will meet at 7:00 pm on the third Thursday of the month, at Barnes-Jewish Hospital, East Pavilion Conference Room A, in St. Louis, Mo. Future meeting dates are June 19, July 17, August 21, September 18, October 16, November 20 and December 18, 2008. By petition, one-third of the EMPS voting membership may call a special meeting of the Executive Council. Executive Council meetings are open to all APA/EMPS members. Committees and Their Functions
In addition to the elected officers, the Executive Council includes six (6) standing committees: Bylaws, Education, Ethics, Legislative Affairs, Membership, and Public Affairs, with functions and procedures as defined in the Bylaws or by the Council.
The President may establish other committees of the EMPS, with the consent of the Council. The President appoints the chairs of said committees. It is the responsibility of committee chairs to appoint members to serve on their respective committees.

Bylaws
1. Ensure that EMPS actions are consistent with that described in its Bylaws.
2. Recommend necessary Bylaws changes, with involvements of EMPS general membership.
Education
1. Organize and determine content of continuing medical education (CME) programs.
2. Organize other EMPS programs such as annual membership meetings, social functions, etc.
Ethics
1. Investigate complaints against EMPS members, as outlined in the American Psychiatric Association’s Principles of Medical Ethics with Annotations Especially Applicable to Psychiatry (2008 Ed.)
2. Provide guidance on ethical issues involving EMPS actions.
Legislative Affairs
1. Organize legislative efforts including lobbying and reviewing/drafting relevant legislation.
2. Guide EMPS member involvement in legislative efforts, including contact with legislators and testimony on state and federal legislation.
Membership
1. Review all APA/EMPS membership applications for approval or deferral.
2. Assist EMPS members in completing applications for APA Fellowship and overseeing nomination guidelines for APA Distinguished Fellowship.
3. Develop and oversee EMPS member benefits.
Public Affairs
1. Organize public relations and media efforts to address psychiatric issues and remove the stigma of mental illness.
2. Maintain working relationships with the APA district branches of Western Missouri Psychiatric Society and Central Missouri Psychiatric Society; and EMPS affiliates, e.g. National Alliance for the Mentally Ill, Mental Health Association, Missouri State Medical Association, St. Louis Metropolitan Medical Society, Mound City Medical Forum, etc.
Other Committees
Child & Adolescent Psychiatry
1. Develop initiatives to advance child & adolescent mental health in Missouri.
2. Represent child & adolescent mental health interests in EMPS actions.
Community Psychiatry
1. Develop initiatives to improve public mental health services in Missouri.
2. Provide guidance on legislative and public affairs efforts involving public mental health in Missouri.
Members-in-Training
1. Organize activities of benefit to psychiatry residents, fellows and medical students.
2. Represent the interests of residents, fellows and medical students in EMPS actions.
Newsletter
1. Recommend, write and gather articles for publication in the EMPS newsletter, Eastern Missouri Psychiatry.
2. Edit articles received by the Newsletter editorial committee.
